I visited in early July 2019 and it was packed with locals and tourists alike. The guard simply asked for 20k vnd and pointed us the way.
It is not that special of a place, mostly hyped by people that are looking for social media filler. The dragon is the most interesting thing there and you only need about 30 minutes to see it before it loses its interest.
It definitely seems structurally sketchy, so be careful going up to the dragons mouth if there are lots of people up top…not sure how much weight that thing can hold.
I would try to time your visit to include one of the nearby tombs like the Khai Dinh Tomb.
